Festival Rules

1. Basic provisions

1.1. The organizer of the international film festival «Leonid Khromov International Film Festival» is the production center «Velconte Entertainment» (hereinafter referred to as the «Organizer»).

1.2. International Film Festival «Leonid Khromov International Film Festival» (hereinafter referred to as «Festival») is intended to select the best (according to the jury of the «Festival») full-length and short feature and documentary films by various directors, producers and screenwriters living in different countries of the world.

1.3. The fact of filling in the questionnaire in the Festival constitutes acceptance of the Contest participant for processing the organizer of the provided personal data of the participants (including, but not limited to: name, surname, patronymic, information on the series and passport number, authority that issued the passport, date of issue, date and place of birth, address of permanent residence, phone number, postal address) in all the ways specified in Article 3 para 3 of the Federal law (in Russian Federation) of July 27, 2006 № 152-FZ on Personal data, solely for the purposes of the Festival. Consent to the processing of personal data given by the participant for the duration of the Festival, and 3 years after its completion. Member has the right to withdraw your consent to the processing of personal data by sending a written declaration to the postal address of the Organizer, in this case, the participant loses the right to receive prizes and deprived of winning the title.

1.4. The organizer has the right to amend these Rules. Updated information is posted on the website www.lkiff.com in the «News» section, which is an appropriate and sufficient way to notify participants about changes to the Rules.

1.5. The final of the event will be held remotely (live TV broadcast).

2. Movie requirements

2.1. Short and full-length films that were filmed not earlier than January 1, 2021 are accepted for participation in the Festival. Duration of short feature films: no more than 30 minutes (including titles). Duration of feature films: over 60 minutes (including titles). Duration of documentaries: over 10 minutes.

2.2. The film must be recorded in Full HD (1920x1080).

2.3. All non-English films must be with English subtitles.

2.4. All films must be submitted through the FilmFreeway online platform. In some cases, exceptions are allowed when the film director, for technical reasons, cannot send his film through the online platform.

2.5. Incomplete films will be considered on condition that they are completed before the start of the Festival.

2.6. Premiere requirements. To participate in the festival, the screening of a film does not have to be premiere.

2.7. A director can submit more than one film, but for this he must fill out a separate application for participation and pay a fee for each film.

2.8. The registration fee is non-refundable.

3. Cost of participation

3.1. The cost of consideration by the jury members of the Festival of short films is $5 USD (Early Deadline, January 5).

3.2. The cost of consideration by the jury members of the Festival of short films is $10 USD (Regular Deadline, February 5).

3.3. The cost of consideration by the jury members of the Festival of short films is $20 USD (Late Deadline, March 10).

3.4. The cost of consideration by the jury members of the Festival of short films is $30 USD (Extended Deadline, April 30).



3.5. The cost of consideration by the jury members of the Festival of feature films is $15 USD (Early Deadline, January 5).

3.6. The cost of consideration by the jury members of the Festival of feature films is $25 USD (Regular Deadline, February 5).

3.7. The cost of consideration by the jury members of the Festival of feature films is $35 USD (Late Deadline, March 10).

3.8. The cost of consideration by the jury members of the Festival of feature films is $50 USD (Extended Deadline, April 30).



3.9. The cost of consideration by the jury members of the Festival of documentary films is $10 USD (Early Deadline, January 5).

3.10. The cost of consideration by the jury members of the Festival of documentary films is $20 USD (Regular Deadline, February 5).

3.11. The cost of consideration by the jury members of the Festival of documentary films is $30 USD (Late Deadline, March 10).

3.12. The cost of consideration by the jury members of the Festival of documentary films is $45 USD (Extended Deadline, April 30).

4. Prizes and nominations

4.1. The main prize of the Festival: Grand Prix (Best Feature Film) (diploma + a gift from a sponsor is possible). The prize is awarded to feature films.

4.2. Best short feature film of the Festival: Best Short Film (diploma + a gift from a sponsor is possible).

4.3. All other nominations receive diplomas: Best Documentary, Best Director, Best Screenplay, Best Actor, Best Actress, Best Actor in a Short Film and Best Actress in a Short Film.

4.4. The organizer can establish additional nominations at its discretion.

4.5. The organizer can increase the number of prizes and their monetary value at their discretion.

5. Award ceremony

5.1. The award ceremony of the Festival winners will be held live on June 16, 2023. The broadcast will be carried out on the Festival website and in social networks.

5.2. The Organizer has the right to change the format of the final of the Festival by holding it online, offline or change the city / country of the Festival. Updated information on the occurrence of force majeure circumstances is posted on the website of the Festival www.lkiff.com in the News section, which is an appropriate and sufficient way to notify participants about the occurrence of such circumstances.
